Psychiatric service dog letter in Louisiana

In public places, Louisiana's service dog statutes (R.S. 46:1952 onward) track the ADA closely, but they go further: it covers dogs in training and puppy raisers, and it gives service dog users equal access to housing at no extra charge. Since 2024, misrepresenting a service dog is also unlawful.

How Louisiana PSD Letter works

Book a telehealth evaluation and describe your symptoms and the tasks your dog is trained to do. If the clinician finds you qualify, your signed letter is emailed within 24 hours after approval. If not, no letter is issued.

Who it’s for, and who it isn’t

May be a fit

  • Louisianans whose dog performs trained psychiatric tasks
  • Renters who need to document a need for a landlord
  • Handlers whose dog is still in training
  • Handlers with up to 3 trained dogs

Usually not a fit

  • Comfort-only dogs; those are support animals under Louisiana's separate rules
  • Anyone hoping to present a pet as a service dog; that brings escalating fines
  • Anyone under 18

What the evidence says

HUD's May 2026 guidance presumes housing requests for task-trained animals to be reasonable, and the ADA limits businesses to two questions with no documentation. Louisiana's R.S. 46:1952 and following match the ADA in public places, add rights for trainers and puppy raisers, and through R.S. 46:1954 give service dog users full and equal access to housing with no extra charge.

Public places under the ADA and Louisiana law

Businesses get the two ADA questions, about disability need and trained task, and no right to see certification.

  • The service dog definition covers dogs trained or being trained for tasks
  • Under R.S. 46:1955, puppy raisers and trainers working with a future service dog share the handler's access rights
  • Interfering with a handler or hurting a service dog (R.S. 46:1956): fines of $100 to $500, and jail of up to six months

Housing in Louisiana

Under R.S. 46:1954, a service dog user is entitled to housing on equal terms, with no added charge for the dog. A clinician's letter documents the need when it isn't obvious. Complaints go to the Louisiana Attorney General's Equal Housing Opportunity Section or to HUD.

Misrepresentation since 2024

Since 2024, R.S. 46:1975 has made it unlawful to tell a business or landlord that an animal is a service dog, or one in training, when it isn't. Fines increase with repeat offenses.

Prescription treatments are available only to eligible patients after a clinical evaluation by an independently licensed clinician.
