Louisiana ESA letters

Louisiana ESA letter: rules and timing

Since Act 558 of 2024, Louisiana support animal documentation can only be written once a provider has held at least two sessions with you, completed a clinical evaluation and had the relationship in place for thirty days or more. If you are planning a move or a new lease, start well ahead.

How Louisiana ESA Letter works

Louisiana law sets the pace. The provider must be licensed in Louisiana, or practising under a licensure compact, hold at least two sessions with you and complete a clinical evaluation, and the relationship must be at least thirty days old before documentation is written. Sessions may be remote. Book your telehealth evaluation early, confirm the license shown on your letter meets the rule, and expect the final letter only after that period; it is emailed within 24 hours after approval. If you don't qualify, no letter is issued.

Who it’s for, and who it isn’t

May be a fit

  • Louisiana renters in New Orleans, Baton Rouge, Lafayette or Shreveport who can plan at least a month ahead
  • People with a mental health condition whose animal eases symptoms
  • Tenants who want documentation that shows the effective date and license details Louisiana expects
  • Households with more than one support animal

Usually not a fit

  • Anyone who needs Louisiana documentation in under thirty days
  • Anyone buying a certificate; Louisiana says certificates don't grant service dog rights
  • Public places and flights; ESAs have no public-access rights
  • Anyone under 18

What’s included

  • Telehealth evaluation with a licensed clinician (remote sessions are allowed under Louisiana law)
  • Signed letter on letterhead with the clinician's license type, number and state
  • $129 for up to 2 animals, or $199 for 3 or more
  • Letter emailed within 24 hours after approval, once Louisiana's timing rules are met
  • No letter is issued if you don't qualify

Possible side effects

  • No medical side effects; the main risk is documentation that doesn't meet Louisiana's timing and license rules
  • Misrepresenting a need for a support animal brings fines that rise to $2,500 for repeat offenses
  • You remain responsible for damage, and federal review of untrained ESAs is case by case

This isn’t a complete list. Your clinician reviews risks, interactions and warnings with you before prescribing. In an emergency, call 911.

What the evidence says

The Fair Housing Act and 24 CFR 100.204 require reasonable accommodations, and HUD's May 2026 guidance reviews untrained ESAs case by case. Louisiana adds La. R.S. 46:1973 through 46:1978, which set the provider license requirement, the thirty-day, two-session timeline and the contents of the documentation, plus penalties for misrepresentation.

Louisiana law on support animal documentation

  • R.S. 46:1974: the provider must be able to diagnose disabilities and hold a current Louisiana license or compact privilege
  • At least two sessions, in person or remote, and a clinical evaluation are required
  • The relationship must be established at least thirty days before documentation is written
  • Documentation must show its effective date, the license number and the license type

Penalties and certificate sellers

  • False claims of a disability or support animal need (R.S. 46:1977): fines climb from $500 to $1,000 and then $2,500 with each repeat
  • Anyone selling a support animal certificate must state in bold type that it doesn't grant service dog rights

What a Louisiana landlord can and can't ask

When the need isn't obvious, a landlord may ask for documentation that meets these rules, and may check its date and license details. They should not ask for your diagnosis or full records.

If your request is denied in Louisiana

In Louisiana, the Attorney General's Equal Housing Opportunity Section takes fair housing complaints under the state Equal Housing Opportunity Act. Federal complaints can be filed with HUD.

Prescription treatments are available only to eligible patients after a clinical evaluation by an independently licensed clinician.
