How Kentucky PSD Letter works

Book a telehealth evaluation and explain your symptoms and the tasks your dog performs. If the clinician finds you qualify, the signed letter is emailed within 24 hours after approval. If not, no letter is issued. For housing, note that Kentucky's ESA statute has its own provider rules; the PSD letter shows the clinician's license state so your landlord can review it.

Who it’s for, and who it isn’t

May be a fit

  • Kentuckians whose dog performs trained psychiatric tasks
  • Renters who need to document a disability-related need
  • Handlers who keep their dog vaccinated, tagged, licensed and leashed
  • Handlers with up to 3 trained dogs

Usually not a fit

  • Emotional support animals; they don't get public access in Kentucky
  • Anyone hoping a letter alone qualifies an untrained dog
  • Anyone under 18

What’s included

  • Telehealth evaluation with a licensed clinician
  • Signed letter showing license type, number and state
  • $149 for up to 2 dogs, $229 for up to 3

  • Protections depend on keeping your dog licensed and under control

This isn’t a complete list. Your clinician reviews risks, interactions and warnings with you before prescribing. In an emergency, call 911.

What the evidence says

HUD's May 2026 enforcement guidance presumes housing requests for task-trained psychiatric service dogs to be reasonable. Under the ADA, businesses may ask two questions and can't require documentation. Kentucky's KRS 258.500 takes the same approach for restaurants, hotels, theaters, public buildings and transit.

Public places under the ADA and Kentucky law

Kentucky staff may ask two things: is this an assistance dog, and what work does it do? A letter can't be required.

  • Covered places include restaurants, hotels, theaters, public buildings and public transit
  • Trainers share these access rights but must carry ID showing they are trainers
  • Protection depends on your dog being vaccinated, licensed and tagged, on a leash and under control

Penalties in Kentucky

  • Falsely claiming a dog is an assistance dog: fine of up to $1,000 (KRS 258.991)
  • Turning away or interfering with a handler and dog: $500 to $1,000 fine

Renting in Kentucky with a PSD

A landlord may ask for reliable information about a disability-related need that isn't obvious. If you are refused, contact the Kentucky Commission on Human Rights or file with HUD.

Prescription treatments are available only to eligible patients after a clinical evaluation by an independently licensed clinician.
