Psychiatric service dog letter in Kansas

Kansas law speaks of assistance dogs, a term that includes service dogs trained for a disability, psychiatric service dogs among them. The state is strict about false claims, so accuracy about your dog's training matters.

What the evidence says

HUD's May 2026 guidance presumes housing requests for task-trained animals to be reasonable, and the ADA lets businesses ask only two questions with no documentation. Kansas's assistance dog rules, K.S.A. 39-1101 through 39-1113, run beside the ADA and add criminal penalties for false claims.

Public places under the ADA and Kansas law

Under the ADA, Kansas businesses get two questions, on disability need and trained task. State law adds:

  • K.S.A. 39-1109: professional trainers from a recognized training center may bring a dog into public places during active training, at no extra charge
  • K.S.A. 39-1111: if your access is challenged, you may present an ID card or letter, and it has to be given back to you promptly once checked
  • K.S.A. 39-1113: dogs used solely for comfort, guarding or self-defense fall outside the definition

False claims in Kansas

K.S.A. 39-1112 treats a false claim of assistance dog access, or a faked disability used to obtain such a dog, as a class A nonperson misdemeanor. Only seek a PSD letter if your dog is task-trained.

Renting in Kansas with a PSD

A landlord may ask for reliable information about a need that isn't obvious, which a clinician's letter supplies. Refusals can be reported to the Kansas Human Rights Commission or HUD.

Prescription treatments are available only to eligible patients after a clinical evaluation by an independently licensed clinician.

Kansas PSD Letter: common questions

Does Kansas recognize psychiatric service dogs?

K.S.A. 39-1112 classes it as a class A nonperson misdemeanor.
