What the evidence says
HUD's May 2026 enforcement guidance presumes housing requests for task-trained animals to be reasonable. The ADA limits businesses to two questions and no documentation. In Iowa, Code 216C.11 extends public access to trainers and animals in training and bars extra charges, while Code 216.8B covers service animals in rentals.
Public places under the ADA and Iowa law
Federal rules allow staff two questions, about your disability-related need and the dog's trained task. Iowa's statute goes further:
- Equal entry for trainers and service animals in training
- Protection for handlers controlling a dog on behalf of someone else
- No extra charge for the animal, though you pay for damage
Misdemeanors under Iowa Code 216C.11
- Deliberately claiming an animal is a service animal, or a service-animal-in-training, to obtain legal rights
- Knowingly denying or interfering with a handler's access rights
Renting in Iowa with a PSD
Iowa Code 216.8B applies to service animals in housing, and the landlord must respond to your request in writing. If you are refused, contact the Iowa Civil Rights Commission (Iowa Office of Civil Rights) or file with HUD.
Prescription treatments are available only to eligible patients after a clinical evaluation by an independently licensed clinician.
