How Iowa ESA Letter works
Book a telehealth evaluation. Iowa Code 216.8C asks the provider to state whether your relationship has lasted thirty days or more, and telehealth visits count toward that period. The clinician will tell you how that applies to you. If they approve your request, the signed letter is emailed within 24 hours after approval and reflects the length of the relationship at that point. If you don't qualify, no letter is issued.
Who it’s for, and who it isn’t
May be a fit
- Iowa renters in Des Moines, Cedar Rapids, Iowa City or elsewhere who can plan ahead of a move or renewal
- People with a mental health condition whose animal reduces symptoms
- Tenants whose landlord needs a finding that meets Iowa's checklist
- Households with more than one support animal
Usually not a fit
- Anyone who needs a complete Iowa letter tomorrow for a lease signing
- Anyone relying on an ID card, patch or registry certificate
- Public places and flights; ESAs have no public-access rights
- Anyone under 18
What’s included
- Telehealth evaluation with a licensed clinician
- Signed letter on letterhead with the clinician's license type, number and state
- $129 for up to 2 animals, $199 for 3 or more
- Emailed within 24 hours after approval
Possible side effects
- No medical side effects; the main risk is a letter that doesn't satisfy Iowa's content rules
- A letter from a relationship shorter than thirty days must say so, and a landlord may weigh that
- You pay for damage, and Iowa landlords may require local licensing and vaccination proof
This isn’t a complete list. Your clinician reviews risks, interactions and warnings with you before prescribing. In an emergency, call 911.
What the evidence says
The Fair Housing Act and 24 CFR 100.204 require reasonable accommodations, and HUD's May 2026 guidance reviews untrained ESAs case by case. Iowa adds Code 216.8B, which governs rental requests and requires a written answer to each one, and 216.8C, which prescribes the contents of the clinician's finding. Together they make Iowa letters more structured than in most states.
Iowa law on what an ESA letter must say
Iowa Code 216.8C expects the clinician's written finding to include:
- Whether the provider relationship has lasted thirty days or more (telehealth sessions count)
- The provider's license type and license number
- An issue date and an expiration date
- Whether a separate fee was paid only for the letter
The 30-day question in practice
Iowa asks the letter to disclose the length of the relationship. In practice, an Iowa landlord may not treat a letter as complete until the relationship reaches thirty days. If you are moving soon, start early, and ask your clinician how the timeline affects your letter.
What an Iowa landlord can and can't ask
- Must reply to each request in writing (Iowa Code 216.8B)
- May ask for proof of local animal licensing and vaccinations
- May not ask for your diagnosis or medical records
- ID cards, patches and registry certificates do not prove a need on their own
If your request is denied in Iowa
Housing complaints go to the Iowa Civil Rights Commission (Iowa Office of Civil Rights). Federal complaints can be filed with HUD. The landlord's written reply is useful evidence, so keep it.
Prescription treatments are available only to eligible patients after a clinical evaluation by an independently licensed clinician.
