Missouri ESA letters

ESA letter in Missouri

Missouri doesn't have an ESA housing statute, but RSMo 209.204 makes it a crime to misrepresent an animal to get a housing accommodation, including by giving false information to a health care provider. That makes an honest evaluation from a qualified clinician especially important in St. Louis, Kansas City or anywhere in the state.

How Missouri ESA Letter works

Book a telehealth evaluation and answer the clinician's questions honestly about your symptoms and your animal. If they find you qualify, a signed letter is emailed within 24 hours after approval for your Missouri housing request. If not, no letter is issued.

Who it’s for, and who it isn’t

May be a fit

  • Missouri renters with a genuine mental health condition and a no-pets lease
  • People who want documentation from a qualified professional, as Missouri law expects
  • Tenants renewing or starting a lease in Missouri
  • Households with more than one support animal

Usually not a fit

  • Anyone hoping to pass a pet off as an assistance animal; in Missouri that is a crime
  • Public places and flights; ESAs have no public access and airlines may treat them as pets
  • Anyone looking for a certificate or registry
  • Anyone under 18

What’s included

  • Telehealth evaluation with a licensed clinician
  • Signed letter on letterhead with license type, number and state
  • $129 for 1 or 2 pets; $199 for 3 or more
  • Emailed within 24 hours after approval
  • No letter if the clinician finds you don't qualify

Possible side effects

  • No medical side effects; the letter only supports a housing request
  • Misstating facts to get documentation is a class C misdemeanor in Missouri, with civil liability, and a class B misdemeanor the second time
  • HUD's May 2026 guidance reviews untrained ESAs case by case, so a landlord may still refuse

This isn’t a complete list. Your clinician reviews risks, interactions and warnings with you before prescribing. In an emergency, call 911.

What the evidence says

Honest ESA requests in Missouri run under the Fair Housing Act and 24 CFR 100.204. HUD's May 2026 enforcement guidance says untrained ESAs are reviewed case by case. Missouri's RSMo 209.204 adds that documentation must come from a qualified professional and penalises anyone who fakes paperwork or misleads a provider to get it.

Missouri law on assistance animal claims

Missouri addresses ESAs from the fraud side. Under RSMo 209.204, assistance animal documentation has to come from a qualified professional. Knowingly misrepresenting an animal, using fake paperwork or giving a provider false facts to get a letter is a crime.

A first offense is a class C misdemeanor and can also make you liable for damages. A second offense is a class B misdemeanor.

What a Missouri landlord can and can't ask

  • Can ask for documentation from a qualified professional when the need isn't obvious
  • Can hold you responsible for damage
  • Can't require your diagnosis or full medical records

Prescription treatments are available only to eligible patients after a clinical evaluation by an independently licensed clinician.
