Indiana ESA letters

ESA letter in Indiana

Indiana has had a dedicated ESA chapter, Indiana Code 22-9-7, since 2018. It protects renters from animal fees but also holds tenants and letter writers to account, so a letter grounded in a proper evaluation matters here.

How Indiana ESA Letter works

Book a telehealth evaluation in which a licensed clinician asks about your symptoms and how your animal helps. The letter rests on that assessment. If you qualify, it is signed and emailed within 24 hours after approval. If you don't, no letter is issued.

Who it’s for, and who it isn’t

May be a fit

  • Renters in Indianapolis, Fort Wayne, Bloomington or elsewhere in Indiana with a no-pets rule
  • People with a mental health condition whose animal eases daily symptoms
  • Tenants asked to verify a need that isn't readily apparent
  • Households with more than one support animal

Usually not a fit

  • Anyone hoping a vest or collar will make a pet an ESA; that is an infraction in Indiana
  • Public places and flights; ESAs have no public-access rights
  • Anyone looking for a letter without an evaluation
  • Anyone under 18

What’s included

  • Telehealth evaluation with a licensed clinician
  • Signed letter on letterhead with the clinician's license type, number and state
  • $129 for 1 or 2 animals, $199 for 3 or more
  • Emailed within 24 hours after approval

Possible side effects

  • No medical side effects; the risk is relying on the letter outside housing
  • Faking a need, or dressing a pet up as an ESA, is a Class A infraction in Indiana
  • Landlords can still enforce lease rules and bill you for damage

This isn’t a complete list. Your clinician reviews risks, interactions and warnings with you before prescribing. In an emergency, call 911.

What the evidence says

The Fair Housing Act and 24 CFR 100.204 set the federal duty to make reasonable accommodations, and HUD's May 2026 enforcement guidance reviews untrained ESAs case by case. Indiana Code 22-9-7 adds state rules: a landlord may request written verification from a health service provider when the disability isn't readily apparent, may not charge a fee to keep the animal, and both tenants and providers face penalties for false or careless verification.

Indiana law on emotional support animals

  • A landlord may ask for written verification from a health service provider if your disability isn't readily apparent
  • No fee may be charged to keep the animal
  • Under IC 22-9-7-10, if you are moving from another state, a letter from a provider licensed there is accepted when you have an ongoing treatment relationship with them
  • A provider who verifies a need without enough professional knowledge, or who charges for the letter alone with no other service, commits a Class A infraction
  • Dressing a pet in a vest or collar, or posting a sign, so it looks like an ESA is a Class A infraction (IC 22-9-7-12)

What an Indiana landlord can and can't ask

Beyond verification of a need that isn't obvious, a landlord can keep enforcing lease rules, ask you to sign an addendum setting out your responsibilities, and charge you for damage the animal causes. They can't charge a fee simply for having the animal.

Prescription treatments are available only to eligible patients after a clinical evaluation by an independently licensed clinician.

Indiana ESA Letter: common questions

Can an Indiana landlord charge a pet fee for an ESA?

No. Indiana Code 22-9-7 forbids a fee to keep the animal, though you pay for any damage.

I'm moving to Indiana. Will my old provider's letter work?

Possibly. Under IC 22-9-7-10, a provider licensed in the state you left can write it, provided you are still in an ongoing treatment relationship with them.

What does Indiana say about letter-only services?

A provider who charges only for the letter with no other service, or verifies a need without adequate professional knowledge, commits a Class A infraction. Ask any provider what their evaluation involves.

Can my landlord make me sign an addendum?

Yes. Indiana landlords may ask you to sign an addendum on your responsibilities for the animal.

How much is the letter?

$129 for one or two pets and $199 for three or more.
