Psychiatric service dog letter in Vermont

Under 9 V.S.A. 4502, a place of public accommodation in Vermont can't turn away a person with a disability because of a service animal. Vermont goes further than the ADA by protecting people who are training a service animal, while the letter itself is mainly a housing document.

How Vermont PSD Letter works

A licensed clinician evaluates you by telehealth, asking about your symptoms and the tasks your dog performs. If you qualify, your signed letter is emailed within 24 hours after approval for use with a Vermont landlord. If you don't, no letter is issued.

May be a fit

  • Vermont handlers whose dog is trained for tasks tied to a psychiatric condition
  • Renters documenting that need for a landlord
  • Handlers with up to 3 trained dogs

Usually not a fit

  • Dogs that help through presence alone; an ESA letter fits better
  • Anyone expecting paperwork to make a dog a service dog
  • Anyone under 18

What the evidence says

HUD's May 2026 enforcement guidance presumes housing requests for task-trained dogs are reasonable. The ADA limits businesses to two questions and no documentation. Vermont's 9 V.S.A. 4502 adds state protection in public accommodations and extends it to people training an animal for someone with a disability.

Public places in Vermont

A Vermont store, restaurant or inn can't turn you away because of your trained service dog. Staff can ask two things only: does a disability require the dog, and what work has it been trained for. No letter is needed.

Vermont service animal rules

  • Section 4502(b) protects a person training an animal to work for someone with a disability, not only the handler.
  • Police officers, firefighters, and search and rescue teams working with a service dog are covered by 4502(k).
  • Section 4502(h) keeps a business's right to exclude someone who is a direct threat to others.

Housing with a PSD in Vermont
