  • Anyone wanting the letter for shops or restaurants; Oregon businesses can't require proof
  • Anyone under 18

What the evidence says

HUD's May 2026 enforcement guidance presumes housing requests for task-trained animals, including psychiatric service dogs, are reasonable. Oregon's ORS 659A.143 matches the ADA in public places: staff may ask only whether the animal is needed for a disability and what work it does.

Oregon's assistance animal law

ORS 659A.143 protects dogs, plus any other animal an administrative rule adds, when the animal is individually trained to work or perform tasks for someone with a disability. It applies in places of public accommodation and in state government services.

Trainers have the same access with animals they are still training. A business can't charge a fee for an animal in training, even if it charges pet fees to others.

What Oregon businesses can ask

  • Whether the animal is needed because of a disability
  • What work or task it performs
  • They can't ask what your disability is or demand proof the animal is trained

Control and removal

Handlers usually use a leash or harness, but voice or hand signals can be used instead if a tether would interfere with the animal's work. An animal that isn't housebroken, or is out of control and the handler doesn't act, can be removed, but the business must still offer you its goods or services without the animal present.

If an Oregon landlord refuses

Fair housing complaints go to BOLI's Civil Rights Division, or to HUD.

Prescription treatments are available only to eligible patients after a clinical evaluation by an independently licensed clinician.
