Psychiatric service dog letter in Idaho

Idaho's public access law matches the ADA's two-question approach and includes dogs that do psychiatric work, such as grounding you during a crisis. Idaho also stands out for giving a dog still in training clear access rights.

How Idaho PSD Letter works

In a telehealth evaluation, the clinician asks about your mental health and the tasks your dog performs or is being trained to perform. If you qualify, your signed letter is emailed within 24 hours after approval. If you don't, no letter is issued.

Who it’s for, and who it isn’t

May be a fit

  • Idahoans whose dog performs trained psychiatric tasks
  • Handlers whose dog is still in training and who want to understand Idaho's rules
  • Renters who need to document a disability-related need for a landlord
  • Handlers with up to 3 trained dogs

Usually not a fit

  • Dogs that provide comfort only; that is an emotional support animal
  • Anyone without a disability; claiming disability benefits through a dog is a misdemeanor in Idaho
  • Anyone expecting the letter to certify a dog
  • Anyone under 18

What’s included

  • Telehealth evaluation with a licensed clinician
  • Signed letter showing the clinician's license type, number and state
  • $149 for one or two dogs and $229 for three
  • Letter emailed within 24 hours after approval

Possible side effects

  • No medical side effects
  • Using a service dog to claim disability benefits you aren't entitled to is a misdemeanor under Idaho Code 18-5811A
  • You remain responsible for your dog's behavior and any damage

This isn’t a complete list. Your clinician reviews risks, interactions and warnings with you before prescribing. In an emergency, call 911.

What the evidence says

HUD's May 2026 enforcement guidance treats housing requests for task-trained animals as presumptively reasonable. The ADA limits businesses to two questions, about disability need and trained task, and bars them from requiring documentation. Idaho Code 56-704A applies the same approach in Idaho businesses and covers psychiatric tasks.

Public places under the ADA and Idaho law

An Idaho business must admit your service dog and may ask only the two ADA questions. It can't demand certification papers, so you don't need a letter to shop or eat out.

  • Idaho Code 56-704B: a dog-in-training that is marked as such may enter public places free of charge with a person with a disability, or with a trainer carrying ID from a recognized service dog school
  • Idaho Code 56-705: a civil suit is possible against someone who intentionally violates these rights, with at least $500 in punitive damages

Protections and penalties in Idaho

  • Deliberately startling, blocking or threatening a service dog team is a misdemeanor under Idaho Code 18-5811, punishable by as much as six months in jail
  • Using an assistance animal to obtain disability benefits without a disability is a misdemeanor (Idaho Code 18-5811A)

Housing in Idaho

When a landlord asks for reliable information about a need that isn't obvious, a clinician's PSD letter provides it. If a request is refused, contact the Idaho Human Rights Commission, or file a federal complaint with HUD.

Prescription treatments are available only to eligible patients after a clinical evaluation by an independently licensed clinician.
