What the evidence says

HUD's May 2026 guidance presumes housing requests for task-trained dogs are reasonable, and the ADA allows businesses two questions with no documentation. Georgia's amended O.C.G.A. 30-4-2 runs alongside the ADA in stores, transit, schools and other public places, and 30-4-3 adds housing access with no charge for the dog.

Georgia's 2026 service dog rules

  • O.C.G.A. 30-4-2 covers service dog handlers whose impairment may be physical or mental.
  • A dog in training has the rights of a working dog. School trainers, owner-trainers and puppy raisers can bring it in once it is six months or older and housebroken, and it must wear gear that identifies it.
  • If you're an owner-trainer or puppy raiser, let a manager on site know the dog is in training, and keep it under control the whole time.
  • O.C.G.A. 30-4-4 makes it a misdemeanor of a high and aggravated nature to falsely claim a right to a service dog, or to pose as a trainer or raiser.

Georgia housing

Under O.C.G.A. 30-4-3, handlers have full and equal access to homes for rent or for sale, with no charge for the dog. A PSD letter helps when a landlord asks you to document a need that isn't visible.

Public places under the ADA

Staff are limited to asking if you need the dog because of a disability and what task it performs. A letter can't be required.

If a Georgia landlord refuses

Prescription treatments are available only to eligible patients after a clinical evaluation by an independently licensed clinician.
