How Colorado PSD Letter works

Book a telehealth evaluation and tell the clinician about your symptoms and the trained tasks your dog performs. If you qualify, your signed letter is emailed within 24 hours after approval. If you don't, no letter is issued.

Who it’s for, and who it isn’t

May be a fit

  • Colorado renters with a task-trained psychiatric service dog
  • Employees asking to keep their service dog with them at work
  • Handlers with up to 3 trained dogs

Usually not a fit

  • Dogs whose help is companionship rather than trained tasks
  • Shops and restaurants; staff can't require documentation
  • Anyone under 18

What’s included

  • Telehealth evaluation with a licensed clinician
  • Signed letter with the clinician's license type, number and state
  • $149 for 1 or 2 dogs; $229 for 3
  • Emailed within 24 hours after approval

Possible side effects

  • In Colorado, a person already warned who still presents a pet as a service animal commits a petty offense, fined $25 to $500
  • An employer can decline a workplace accommodation that would cause undue hardship
  • The letter doesn't replace training, and you remain liable for damage

This isn’t a complete list. Your clinician reviews risks, interactions and warnings with you before prescribing. In an emergency, call 911.

What the evidence says

HUD's May 2026 guidance presumes housing requests for task-trained dogs, including psychiatric service dogs, are reasonable, and the ADA keeps businesses to two questions with no paperwork. Colorado's C.R.S. 24-34-803 works alongside both and extends protection into employment.

Colorado service animal law

  • C.R.S. 24-34-803 applies in housing, at work and in public accommodations, and handlers pay nothing extra for an individually trained dog.
  • At work, a handler may keep the service animal with them at all times, and employers must reasonably accommodate it unless that causes undue hardship.
  • Trainers, and people with disabilities training their own animal, have the same access with a service animal in training (C.R.S. 24-34-803(2)).
  • Owners with disabilities don't pay state or local licensing fees for their service animal.

Public places under the ADA

Staff may ask only two things: whether you need the dog for a disability, and which task it has been trained for. No letter can be demanded.

Fraud rules

C.R.S. 18-13-107.7 treats it as a petty offense when someone who has been warned before intentionally presents a pet as a service animal. Fines run from $25 to $500.

If a Colorado landlord or employer refuses

The Colorado Civil Rights Division takes discrimination complaints. Housing complaints can also go to HUD.

Prescription treatments are available only to eligible patients after a clinical evaluation by an independently licensed clinician.
