How Wisconsin ESA Letter works
Before you book, note that Wisconsin expects any requested ESA documentation to be written by someone holding a Wisconsin health license or certification. The evaluation itself is by telehealth with a licensed clinician. If you qualify, the signed letter, showing the clinician's license type, number and state, is emailed within 24 hours after approval. If you don't qualify, no letter is issued.
Who it’s for, and who it isn’t
May be a fit
- Wisconsin renters in Milwaukee, Madison, Green Bay or elsewhere facing a no-pets rule or higher rent for an animal
- Tenants who understand Wisconsin's in-state licensing rule for documentation
- People whose animal eases anxiety, depression, PTSD or a similar condition
- Households with more than one support animal
Usually not a fit
- Anyone who needs a Wisconsin-licensed author but would not confirm the license state shown on the letter
- Public places such as shops; ESAs have no public-access rights
- Flights; airlines may treat ESAs as pets
- Anyone under 18
What’s included
- Telehealth evaluation with a licensed clinician
- Signed letter on letterhead showing the clinician's license type, number and state, so you can check it against Wisconsin's rule
- $129 covers 1 or 2 pets and $199 covers 3 or more
- Emailed within 24 hours after approval
Possible side effects
- A letter from a professional who is not licensed or certified in Wisconsin may not meet state law if your landlord requests documentation
- Misrepresenting a disability or need for an ESA in Wisconsin carries a forfeiture of at least $500
- You are responsible for sanitation and any damage the animal causes
This isn’t a complete list. Your clinician reviews risks, interactions and warnings with you before prescribing. In an emergency, call 911.
What the evidence says
The Fair Housing Act and 24 CFR 100.204 require reasonable accommodations, and HUD's May 2026 guidance reviews untrained ESAs case by case. Wisconsin's open housing law, Wis. Stat. 106.50, adds its own ESA provisions: protection from refusal, eviction or higher rent, an in-state licensing rule for documentation, and forfeitures for misrepresentation.
Wisconsin law on emotional support animals
- A landlord can't refuse to rent, evict you or raise your rent because of a disability-related need for an ESA.
- When documentation is requested, its author must be a physician, psychologist, social worker or comparable professional with a Wisconsin license or certification, working within that scope.
- A tenant who deliberately misrepresents a disability or need to get housing forfeits at least $500 (106.50(2r)(br)5).
- The same $500 minimum applies to a health professional who misstates a patient's disability or need.
- Tenants are responsible for sanitation and for any damage the animal does.
Wisconsin's licensing rule in practice
Every HealifyMD letter shows the clinician's license type, number and state. If your Wisconsin landlord asks for documentation, look at that state field first. A letter from a professional licensed elsewhere may not satisfy Wis. Stat. 106.50, so talk to our care team before booking if you're unsure.
If your request is denied in Wisconsin
File with the Equal Rights Division of the Department of Workforce Development within one year, or take the matter to circuit court. A federal complaint with HUD is also possible.
Prescription treatments are available only to eligible patients after a clinical evaluation by an independently licensed clinician.
Wisconsin ESA Letter: common questions
Does a Wisconsin ESA letter have to come from a Wisconsin professional?

How much does the letter cost?
