How Utah ESA Letter works
Book a telehealth evaluation and answer the clinician's questions honestly about your symptoms and your animal. Utah penalises knowingly misstating facts to a provider to get support animal paperwork, so accuracy matters. If you qualify, the signed letter is emailed within 24 hours after approval. If not, no letter is issued.
Who it’s for, and who it isn’t
May be a fit
- Utah renters facing a no-pets rule, a pet deposit or a size or weight limit
- Tenants in Salt Lake City, Provo, Ogden or elsewhere in the state who need documentation
- People whose animal eases symptoms of anxiety, depression or another condition
- Households with more than one support animal
Usually not a fit
- Public places such as stores; ESAs have no public-access rights
- Flights; airlines may treat ESAs as pets
- Anyone wanting a license, ID or certificate; UALD says none can be required
- Anyone under 18
What’s included
- Telehealth evaluation with a licensed clinician
- Signed letter on letterhead with the clinician's license type, number and state
- $129 covers 1 or 2 pets and $199 covers 3 or more
- Emailed within 24 hours after approval
- No letter if you don't qualify
Possible side effects
- No medical side effects; the risk is relying on the letter for something it doesn't cover
- Misleading a clinician to get documentation is a class C misdemeanor in Utah
- Your landlord can still recover reasonable repair costs for damage the animal causes
This isn’t a complete list. Your clinician reviews risks, interactions and warnings with you before prescribing. In an emergency, call 911.
What the evidence says
The Fair Housing Act and 24 CFR 100.204 require reasonable accommodations, and HUD's May 2026 guidance reviews untrained ESAs case by case. Utah ties its definition of support animal to that federal test, then adds its own protection: once the animal qualifies, private housing owners can't add a fee or deposit for it.
Utah law on support animals in housing
- Utah Code 26B-6-803 bars private landlords from treating a tenant with a disability worse because of a service or support animal.
- That includes charging an added fee or deposit for the animal.
- Utah borrows the federal standard: an animal is a support animal if federal law would treat it as a reasonable accommodation.
- The owner can still charge a reasonable cost to repair damage the animal causes.
- Lying to a clinician about something important in order to obtain support animal paperwork is a class C misdemeanor (26B-6-805).
What a Utah landlord can and can't ask
UALD's guidance says breed-style size and weight caps for pets don't belong in assistance animal decisions, and no license, ID or certificate may be demanded. A landlord may ask for reliable documentation when your need isn't apparent.
If your request is denied in Utah
Contact the UALD Fair Housing Unit. It investigates claims filed within 180 days. Claims filed between day 181 and day 365 are processed and passed to HUD. You can also file directly with HUD.
Prescription treatments are available only to eligible patients after a clinical evaluation by an independently licensed clinician.
Utah ESA Letter: common questions
Can a Utah landlord charge a pet deposit for my ESA?
Not if the animal qualifies as a support animal. Utah Code 26B-6-803 bars extra fees and deposits, though you still pay for damage.
Can my Utah landlord enforce a weight limit on my ESA?
UALD guidance says size and weight limits shouldn't apply to assistance animals.
How long do I have to file a fair housing complaint in Utah?
UALD investigates if you file inside 180 days. Between six months and a year, it still takes the claim but forwards it to HUD.
Is it illegal to exaggerate symptoms to get an ESA letter in Utah?
Yes. Utah treats lying to a clinician about a material fact to obtain support animal paperwork as a class C misdemeanor.
How much is the letter?
$129 covers 1 or 2 pets and $199 covers 3 or more.
